On June 29, 2023, the Manitoba Provincial Nominee Program (MPNP) conducted a fresh draw through its Expression of Interest (EOI) system. A total of 587 Letters of Advice to Apply (LAAs) were handed out to qualified applicants across the three MPNP streams, namely, Skilled Workers in Manitoba, International Education Stream, and Skilled Worker Overseas.

Skilled Worker in Manitoba
Selection based on occupation
Profiles stating current employment in Manitoba, in job roles identified with high labor requirements were assessed.
LAAs distributed: 315
Lowest-ranked applicant invited had a score of: 613
The draw considered the occupations under the following National Occupational Classification (NOC) 2021:
60030 – Managers of restaurant and food services
62020 – Supervisors of food services
65201 – Attendants at food counters, kitchen helpers, and other support roles
General Selection
Profiles that were not chosen during the occupation-specific selection were evaluated.
LAAs distributed: 184
Lowest-ranked applicant invited had a score of: 662
International Education Stream
Profiles asserting eligibility under the International Education Stream were considered.
LAAs distributed: 62
Skilled Worker Overseas
Profiles stating direct invitation by the MPNP under a Strategic Recruitment Initiative were evaluated.
LAAs distributed: 26
Lowest-ranked applicant invited had a score of: 717
Out of the 587 LAAs distributed in this draw, 162 were given to applicants who stated a valid Express Entry profile number and job seeker validation code.
How can you submit an EOI?
Before starting the process, familiarize yourself with the MPNP eligibility requirements and the stream you intend to apply through. To submit an Expression of Interest (EOI), establish an account on the MPNP Online Portal, Sign In, and choose Create an Expression of Interest from the options available.
Key Points:
- Do not forget to keep a copy of your EOI Summary Report prior to the submission of your EOI.
- Your submitted profile will be valid for 1 year, and you can only have one active EOI at any given time. You may submit a new EOI if your current one expires.
- Successfully submitting an EOI does not guarantee a nomination or the ability to submit a full application to the MPNP.
It is crucial to maintain the accuracy and completeness of the information in your EOI at all times. If your situation changes, you can log back into your account and update the information in your EOI. There are no limitations regarding the quantity of candidates who may file an Expression of Interest, and there’s no time limit for submissions.
MPNP’s EOI system employs a scoring method known as the Manitoba PNP points calculator to evaluate candidates based on factors such as work experience, language proficiency, occupation, and education, provided in the EOI. Candidates with the highest scores are issued a Letter of Advice to Apply (LAA) in a subsequent EOI draw.
