Annually, the department of Immigration, Refugees, and Citizenship Canada (IRCC) publishes a fresh Immigration Levels Plan, serving as a strategic framework for its activities. The established objectives for the year 2024-2025, as delineated in the prior Canada Immigration Levels Plan for 2023-2025, will continue to be pursued without alterations.
The IRCC has disseminated new details for the purposes of 2026 and updated the projected admissions of immigrants within each category and program for the period 2024 to 2026.
Highlights Of Canada Immigration Levels Plan for 2024-2026
Under the freshly chartered Canada Immigration Levels Plan for 2024-2026, Canada has set an unprecedented target of admitting more than 1.5 million new people annually – the highest level ever. The goals set in the plan include:
- Welcoming 485,000 new immigrants in 2024
- Inviting 500,000 new immigrants in 2025
- Accepting 500,000 new immigrants in 2026
From 2024 to 2026, IRCC is preparing to integrate approximately 1.5 million new immigrants into Canadian society.
- For 2024, the aim is to attract 281,135 immigrants, which constitutes 58% of the annual threshold, under the Economic Class. This figure is expected to climb to 301,250 immigrants, representing 60%, by the year 2026.
- The Family Class will account for 114,000 immigrants, which is 24% of the annual goal, in 2024. This segment is projected to experience a slight increase to 118,000 immigrants, maintaining 24%, by 2026.
- As for the Refugee and Humanitarian Class, the target is set at 89,865 immigrants, equating to 19% of the yearly objective in 2024, with an anticipated adjustment to 80,832 immigrants, or 16%, by 2026.
The majority of permanent residents settle in Canada via well-subscribed economic-class immigration pathways such as the Canada Express Entry and Provincial Nominee Programs (PNPs).
The record for new immigrants was surpassed in 2022, with Canada admitting 437,000 individuals. The benchmark for permanent resident admissions in 2023 is set at 465,000. Furthermore, the Canadian government is actively devising a new blueprint to enhance the immigration framework.
To better align economic immigrants with the needs of the Canadian labor market, IRCC launched category-specific invitation rounds for Express Entry candidates earlier this year. These rounds are designed to prioritize individuals with relevant work experience in high-demand sectors or those who can contribute to the proliferation of the French language in regions outside Quebec.
